Event security is a planned layer within the organiser’s wider safety arrangements. It should define who controls entrances, restricted areas, queues, incidents and communications before guests arrive.

Security and crowd safety must be coordinated
Arrival, circulation and departure should be treated as separate phases. Entry searches must not create unsafe crowd pressure, emergency routes must remain usable, and responsibilities should be understood by security, stewards, venue teams and contractors.

The correct licence for each event role
- Door-supervisor licensing normally applies when security personnel guard licensed premises while alcohol is supplied for consumption or regulated entertainment takes place.
- Contracted guarding at other event premises may require a security-guard licence.
- Guarding a person against assault or injury requires close-protection licensing.
- Directing people to seats, toilets or first aid is ordinarily stewarding and does not by itself require an SIA licence.
- A role can become licensable when it includes refusing entry, removing people or performing another security activity.
The SIA’s event-steward guidance explains how duties and event areas affect licensing. If the position remains unclear after reviewing the guidance, seek appropriate legal or licensing advice.
VIP and restricted-area coordination
Where an event includes a protected guest, close protection should be coordinated with the venue rather than operating as a separate plan. Arrival and departure points, accreditation, vehicle positions, private routes, holding areas and handovers between chauffeur, protection and event teams should be agreed in advance.

Frequently asked questions
Do all event staff need an SIA licence?
No. It depends on what each person does. Stewarding can be non-licensable, while access enforcement, removal, guarding and other security duties may require the appropriate licence.
Do licensed premises need door supervisors?
When a person guards licensed premises during the relevant licensable activity, door-supervisor licensing generally applies. The event plan and premises-licence conditions should also be checked.
How many security officers does an event need?
There is no responsible universal ratio. Staffing should follow the risk assessment, venue layout, audience, entrances, programme, premises-licence conditions and division between security and stewarding.
Who is responsible for event safety?
The organiser retains overall responsibility. A security provider is responsible for delivering the contracted security duties but does not assume the organiser’s wider legal responsibilities.
Can event security include VIP protection?
Close protection can be coordinated with event security where required, using correctly licensed personnel and a separate personal-protection scope.
Does Martyn’s Law already apply?
The Act exists, but most substantive requirements were not yet in force on 30 July 2026. The current expectation is commencement from spring 2027, subject to regulations.
